This is a play on the word, "umpire." And like in a ball game, they call all the shots. In this case, it refers to someone who has been suckered in by the slick talks and promises President Trump has made and backs and supports his ideas to the point they basically won't shut up about all the good he is presumably going to do - and they preach this to those who did NOT vote for him - clearly ostracizing those around them.
