It's known she was based on Kosame Amagai from Mahou Shoujo Site Her appeareance is in the video 'Ruru's suicide show on a live stream' which is a song made to spread awareness about suicide and depression on kids. Shinsei Kamattechan sells merch of her and supports cosplays, so as long as it's in a respectful way, do so.
