Originally used to describe young undergraduate feminists protesting on college campuses who always are trying to draw attention to their chosen issues in the form of demonstrations, unsolicited "statements" to the press, and the like. Comes from the term "race queen" used in Asia to describe the young girls in skimpy outfits at motor sport/racing shows trying to draw attention to their sponsor's product.
