A person who only one member of a group has met, but who is often mentioned in conversation. Whenever this person is scheduled to meet with others in the group, something happens so that they never actually meet. Origin: The Polkaroo was a character from a children's TV show. The show had two hosts and the running joke was that the Polkaroo only appeared when one particular host had gone to do something. He'd come back and say, "The Polkaroo was here? And I missed him again?"
