Pawnee often treats people who have the potential to be a good person, accordingly and by what he sees in them, rather then treating them according to what they show him. In any case though, Pawnee doesn't put up with childish games nor will he ever entertain anyone who shows even the slightest hint of being a gaslighting game show host such as a Davona.
