Panty Boy is a termed coined by Bluebl00d when he was using Palringo app. It is used to describe men or boys who act like little girls (worst actually). These boys/men are typically whiny, emotional and are flirtatious little drama queens. They get upset easily and like to create dramas - especially when they don't get the girl they want. It is strongly believed that these boys/men wear panties.
