This means full send used by Twitch streamer AvoidingThePuddle a.k.a. Aris. Orginally, it came from Aris switching screen to take a break, where the screen said "no signal". Someone in chat's autocorrect was stoned, so the chatter ended up typing no Sigmund, thus giving Aris the idea of setting a screen with "Full Sigmund" while playing a catchy tune during his break.
