This is the ship name for Misha Collins and Bill Clinton. On the 15th of December 2020, someone dug up an old article that Misha Collins wrote about the Bill Clinton/Monica Lewinsky sex scandal. They jokingly claimed that certain parts of it suggested that Collins wanted to have sex with Clinton, and the meme quickly spread like wildfire. Newsweek wrote an article about it, and Collins mentioned it on his Twitter account.
