1) Someone who goes out of their way to get someone else in trouble. 2) Someone who causes their own problems, yet names you as the source, to get you in trouble. Working at the bottom of the totem pole job, ie: cashier, front desk, etc. where workers are easily replaceable and unreasonable guests have it out for you. You got them diet coke which they asked for, when all the sudden they believe they wanted a coke and it's your problem for not mind reading the situation. You had a slight altercation that in normal day life would go unnoticed, but since they are a customer and you are an employee they go above and beyond - calling corporate - to get you into trouble.
