It is in fact NOT a phrase for marriage, that was just some dumb s*** started on some sort of social media by some random guy, that everybody blindly assumed correct. Wake up people! As it is actually an inside joke among Bethesda that references the absence of the grieves or leggings armor piece, leaving your legs from the knee down unprotected, allowing for a fatal wound to the knee to occur. Hence, arrow in the knee.
