A derogatory term used by religious bigots against Muslims in India. The insinuation being, a substantial majority of Muslims in India are around poverty line if not below, and due to lacking resources they are unable to obtain education and have to generally resort to menial jobs like repairing vehicle tyre "punctures" etc. and that is the basis of this slang obscene & classist remark.
