A juggalo is someone who is part of the family. They come from all different walks of life yet unit thanks to psychopathic records and listen to music from artists like ICP. They typically wear Hatchet man gear to identify themselves as part of the family and say "whoop whoop." In general they smoke weed and are just a bunch of crazy, fun to be around people.
