Because the community consists of people who have an IQ no higher than 70, a meme build can easily obtain this rank. People who usually have this rank and no other rank to show usually think highly of themselves and disregards any form of respect for other people in the Discord. When asked for criticism, they will not hesitate to insult your build of being "low-effort" and "shit", despite most likely not having a build that requires even the smallest amount of brain wrinkles to create. Despite that, they will almost always cause an argument when given feedback on a build they posted, even when given the smallest amount of constructive criticism.
