I don't know why this word and it's definition are not well known. It is Mexican lingo for "crackhead". "Chupa" is crack and "cabra" is taken from cabeza meaning head.
A single word of exclamation to declare that someone is a crackhead, the Central America Spanish speaking people will simply remark, "Chupacabra!"

Chupacabra An Hispanic Mexican or otherwise inebriated druken " el barraccho" man who usually is found at 215 am walking in the middle of the street and wants to go home with u and then wakes up the next day telling u " I have a wife and kids how do I get home"!
That chupacabra followed me all the way from the train to the river bed , he was all into it and then the next morning tried to blame me for his chupacabra antics
