When a person treats another person like they're mentally/physically disabled, this can apply for both mentally/physically disabled people, and for people without any disabilities. They can sometimes repeat their behavior, to the point where it's downright harassment. These people who are defined as a C.E.L.D. can be a Karen, Rhonda (red-neck/country Karen), Susan (extremely religious Karen), or just anybody else in general who acts this way. They are found to be too enthusiastic, too nice, overly eager to help you, especially when you don't need any help, and even seem to be obsessive with this attitude because they act this way, especially towards you, 24/7.
