one who is devoid of any personality and unable to socially bond with peers due to his strict take on a system's arbitrary regulations and their avid desire to uphold them (eg. through white slips)
Mirabelli is such a tool, not only does he lack any real command authority, he blindly enforces the regulations. If you go to him with a real problem chances are you are getting pulled.

Something used to fix things. Something that makes things easier. Something that is also used to break things.
I was hoping that tool would aid me in the repair. I was hoping that tool would make my life easier. That wrecking ball is a huge tool and will destroy everything in it's path. Be careful which tool you choose, the ones made of tin (der) are usually pieces of shit who have similar qualities of a fuckboy, sewage, garbage, drool, feces, sludge, quicksand, volcanoes, hurricanes, earthquakes, monsoons and tidal waves.
