Apparently, it's a word that people use to describe anything they want it to describe. However, it describes erratic, unplanned, unpredictable, last minute behavior. Usually behavior that is irresponsible and indifferent to potential negative consequences.

Instead of going home after work, he very whimsically drove to Las Vegas, without telling anybody.

Whimsical is a Majestic, mysterious, Surreal, graceful, Fantasy. It can be a person, a place or anything to be honest, basically anything you find majestic or cool looking, anything that almost seems too beautiful to be real, like it belongs in a fantasy movie or picture.
