To "Roosevelt that hoe," means to help your woman out of depression by doing [something nice] for her, as former President [Franklin D. Roosevelt] (FDR) helped the [United States of America] out of [The Great Depression] by providing the depressed and unemployed with his New Deal.  
FDR once said, "If you treat people right they will treat you right . . . ninety percent of the time."

Your woman does not need to be literally depressed before you "Roosevelt that hoe."  She can just be down, bummed out, bored, sad, or tired.  You should "Roosevelt that hoe" on a regular basis whether or not she expresses the need for Roosevelting.  However, don't "Over-Roosevelt that hoe" to the point where "Roosevelting that hoe" loses meaning.  You need to have a few "Roosevelting ideas" in the back of your head in case times get tough for your woman, and you should save up a few of these for special "Roosevelting occasions."

This is not a complete list, and the list needs to be tailored to your woman.  As FDR said, "One thing is sure. We have to do something. We have to do the best we know how at the moment . . . . If it doesn't turn out right, we can modify it as we go along."
