This word is scientifically created using the synonyms of the words "A person who cant look up". The word means the disability of not being able to look up due to the swelling of the left eye. This only happens to certain individuals. This word is created to make others aware of this unique disability as it isnt acknowledged and such individuals are highly discriminated and not given special rights. This disease needs to be cured with antibiotics.
