Someone who recklessly does something and starts blaming someone else for their own negative consequences. The term 'Intervene Charge' is consists of two words, 'Intervene' and 'Charge'. 'Intervene' here stands for the person trying to intervene (duh) and 'Charge' for him/her going in too quickly without assessing the situation.
