General Usage: Rand Paul's attempt to explain his current position on a given issue in light of his past positions; often delivered as a testy refutation when presented with factual evidence of his prior alternate position on the same issue. Specific Usage: Randsplaining often takes the form of neutralizing touchy cultural or political issues providing a clean slate to establish his current position as his historic unchanged position.
