The act of failing to follow-through on the deployment of a very large and expensive supercomputer, potentially due to insufficient budgeting and technical review. The term is a reference to IBM's withdrawal from the NSF/UIUC/NCSA contract to build the Blue Waters supercomputer due to the excessive cost of the final design relative to the contract value.
