First flush: You have made a big dumb in the toilet, and you have to flush it before wiping - or else it will stop the toilet. Second flush: After wiping you flush again. This usually makes the toilet have less water in it. Third flush: In order to leave the toilet ready for the next to come, you flush again so water rises up to the normal level.
