The stand-alone action (past-tense) of using a compliment to playfully express interest, flirt, or intent to "pick up", an individual. This statement is usually a form of pick-up line, and the act as it is colloquially understood requires the holla'rer and holla'ree to be strangers to each other prior to this moment. If said with malice, this is harrassment. A proper holla'ring should make the holla'ree feel good and complimented, not embarrased or threatened. Regardless, the act's success and harmlessness depends on both parties and their own histories, and so it's not usually recommended.
