Drivers that creep their cars out into traffic and have bad depth perception or coordination while operating a motor vehical. They are seen pulling out & STOPPING into 1 or more of the oncoming lane(s) in order to ensure they will be allowed to turn left in a busy intersection. Or pump slamming the brakes when there is no need to brake AT ALL. Typically seen in female drivers but there are a select few males that operate their vehicals like so (idiots).
