unit of measurement which is 9 inches. there are however local variations to this, the 9 inches quoted is generally recognised in England UK. but for example in Asia a cock lengtht is only recognised as 4 inches and in most African country's a cock length is claimed to be 11 inches but recent research (by my wife) shows this to be an exaggeration.
