One who is often seen doing foolish acts of out anger or stupidity. They often destroy important/expensive possessions by accident and frequently engage in foolish behavior for arbitrary reasons. It is not uncommon for a "flouph" to be a frequent drug user. Moreover, they are often arrested for loitering, trespassing, and other such insignificant crimes.
