Contraction of "two-penneth" or "two-pennies" from British English slang. It's usually utilised when a person gives his/hers opinion on a subject, but want to highlight the fact that their opinion is their own not necessarily supported by empiric evidence, etc.. something on the lines of ".. this is what I think, may not be much but here you go.."
