Taplash occurs when your local bar internally washes it's draft beer system with hot soapy water (which a good bar should do often), but they do not properly flush all of the soap out of the lines. Even a tiny bit of residual soap left in the system causes the draft from the tap to be very flat and have a skunky taste.
