1. Any area, typically a suburb that is at least semi-affluent, where civic or neighborhood governing bodies dictate how people may or may not use property that they supposedly own. 2. Any area which forces the payment of taxes for residential or commercial property, cars, boats, trailers, or other property that is "yours" yet subject to seizure by force from government entities for non payment. Due to the prevalence of such taxes even in sparsely populated areas, the relative amount of taxes required is sometimes taken into account in defining whether any place is communurbia under this definition. 3. Any area known for stretching eminent domain usage in ways that most find abhorrent. This typically involves seizing property from a set of individuals or businesses only to sell the property for the use of other private enterprises in order to gain more taxes and economic activity from the properties.
