The fusion of two word concepts Neoconservatism plus Neoliberalism. It's when a country's military/economic power and foreign policy is focused on another country publicly to start democratic reform among other things. While secretly trying to enforce new governmental change like liberalized trade, privatization, seeking to maximize the role of the private sector in determining the political and economic priorities of the state, in which will greatly benefit the original neoconlib run government that caused it in the first place.
