To be Cooley'd is when someone's actions or lack of action cause's a monumental amount of grief for you & others. This is mostly achieved by doing half of the task at hand then palming it off to someone else to do. It can also be achieved by one person consistently badgering you with stupid shit that they can do themselves. Mostly the person who has Cooley'd you will be unaware that they have done it.
