1. A phrase directed at someone that tends to be overly emotional and finds the need to cry, complain, whine, nag, etc. 2. A phrase directed to someone in reference to always (or frequently) acting as if they are "on the rag". 3. A phrase used as an equivalent to "lighten up" or "take it easy".
