It is when someone constantly talks about sex and every thing leads to talking about sex. This usually happens amongst virgins since they have never experienced sex. So they talk and fantasize about what it's like, as if they really know. Non-virgins also known as fornicators, also use "virgin talk" when talking about sexual fantasies that are very unlikely or impractical to perform.
