Deaf people talking, or trying to. Many people who are legally "deaf" can hear very limited frequency ranges, so their vocal patterns formed around the frequencies they were able to distinguish as a kid. Their speech sounds muted and does not contain details such as the sharpness of a hard "j" or "s" for example. The flat sound of this speech is usually referred to as honking since that's what it sounds like.
