The group of individuals collectively responsible for the failure of a project despite the limited control, if any, the individuals have on its outcome. The group often includes individuals that were not assigned to work on the project, but were given official notice of the projects existence during a meeting, memo, or e-mail. Commonly, such doomed projects are leaderless or have an ill-suited leader from the start. Ultimately, Executive Management hears of the failure and criticizes the entire group for their incompetence.
