When an individual wears pants that are 4 or more sizes too large and uses a belt to keep them up while a bunch of fabric is formed in the front or the rear in an attempt to achieve the "baggy" look. This was necessary in the early 90's for those wanting to wear baggy pants as loose fitting cut jeans were not yet on the market.
