Noun - An act of legislation, at any level of government, which effectively reduces the power and influence of that government and its officeholders. Such a reduction is preferred, but not required, to be either substantial or the original legislative intent. A combination of "negative" and "legislation," negislation references the crucial distinction between the positive and negative powers of government as set out in the Constitution of the United States.
