Blarre is a word derived from the french language in 1997 at a time when people were experimenting with recreational drugs in search of a marajuana alternative. The actual action - to blarre - involves the burning of/ boiling of certain items, such as various food items. This ,however, was very unsuccessful as it didn't provide the high many were searching for.
