A public works project promoted as progressive, but actually designed to intentionally discourage auto travel, resulting in significantly reduced safety for bicyclists and pedestrians due to increased traffic congestion, and degraded local living conditions. From Blum + Blunder. Named after Marty Blum, Mayor of Santa Barbara, who allowed unqualified planners to construct failed projects without approval of the Architectural Board.
