A person in a state of not-caring, as in not giving a damn, doing things half-ass, and not thinking twice about consequences or what other people might think or feel about it. Also describes someone who does not take the time to be careful. (No = not + care-ified = caring) = Not caring. Usually is derogatory, said as an insult to a person who appears careless, lazy, selfish, rude, or just doesn't care. Is often preceded and followed by other expletives when used to describe an offending person. Can be used to describe a person, an action or behavior, or something said, that is offensive in some way.
