The act of phoning someone but deliberately hanging up after just one or two rings so that they will hopefully call you back and thus pay for the call. Formerly only relevant to cell/mobile phones but with the advent of 1471 (in the UK)and the increased use of caller diplay, it now equally extends to calls to or from land lines.
