This is what Barack Obama intends to do as President and is the act of taking money (taxes) from the people who earned it and distributing it (as refundable tax credits) to people who did not earn it - the effectively spreading the wealth. While the idea has a good populist ring, spreading the wealth is the cornerstone of Marxist/Socialist/Communist political thought.
