Refers to ex-celtic manager Jock Stein who is alleged to have previous knowledge about sex abuse at the celtic boys club during the 1970's involving the youth coach James Torbett. He was also accused of having taken part in a cover up at celtic Football Club. The saying can often be heard at football games involving celtic FC.
