1) a type of marketing or advertising that talks down to the viewer. Advertising for high end wines, expensive luxury cars, or anything from the 90's internet boom dissing 'the establishment.' 2) Putting it out to a group of friends that you are interested in kissing someone, or snarking them, but you are too afraid to just go up to the person. By putting it out there as gossip you can later deny it if the grapevine comes back saying the person is not interested.
