A substitute of words used to describe a city in Riverside County that is bordered by Riverside, Perris, Colton, Loma Linda, Redlands and San Jacinto. This city is known as Moreno Valley. It is said that (like the movie "Escape from New York") that Moreno Valley should be fenced around it's borders and all of the high schools should be turned into cafeterias so that the entire area can be utilized as a functioning prison. Mo' is used to describe the "M" & "O" that starts the word "Moreno" the "Compton" part pretty much says what it needs to say on it's own.
