The act of using a potato peeler to peel the skin off of someone's face. Very painful, used as a form of punishment. Named for the stereotype that all irish eat potatoes. Throwing whiskey on the victim (making it more irish) after the act is optional and will cause more pain to the person because the alclohol burns the wounds.
