On his watch, he let New Orleans rot as death and decay swept in, for a FULL 36 hours. Then, finally, after his nice trip, he gave the authority to horse-fucker Brownie to mobilize the necessary federal agencies, and provide aid to the storm ravaged region. v. to completely ignore the task at hand, to stand idly by while thousands of people die as a result of one's ineptitudes.
