A person or person's who can not be trusted to tell the truth after being caught lying about something stupid or irrelevant. A liar of the worst sort. For som background I used to hear this phrase a lot in middle school. And even after I moved to a new town. Which makes me think that it is not local but I've never heard anyone say it since. I tried Google it but all that comes up a pictures of couches.
