Repeating one’s speech over and over again in order of speaking without reason other then abiding by the symptoms of (Autism, congenital blindness, developmental delay, intellectual disability, language delay, schizophrenia, Tourette's syndrome, etc.) or developmental issues one may have. (Such as merely being a child) It is not having a speech impediment, but more towards how one’s behavior occurs to be in the course of early development.
